Region 5 ESC

Region 5 ESC (Education Service Center) is the fiscal agent responsible for soliciting and managing the bid process for the Southeast Texas Cooperative. This multiple award schedule enables school districts in Southeast Texas to obtain higher quality at lower prices by encouraging suppliers to provide lower unit pricing in order to obtain larger volume sales opportunities.

The Region 5 Director of Purchasing manages the cooperative under the direction of the Cooperative Steering Committee, which consists of one representative from each of the member school districts. Through the Region 5 ESC contract, customers have access to use a non-competitive bid process called a Sealed Discount Catalog Bid System in which multiple vendors are asked to guarantee a percent discount off their catalog list pricing for all member districts for a period of one year.
